FPS drop with v-sync (going into pause menu fixes)

Encountering a strange issue. Whenever a map loads with vertical sync enabled, my FPS locks to 30. However upon opening the pause menu, my FPS returns to a stable 60. What is going on?

Oddly enough, on one of my maps, the FPS remains a solid 60 on load. I noticed that exposure to the skybox seems to set it back to 60 and it stays 60 afterwards.

This issue seems present only in fullscreen.
