I agree. Pain is the reaction to the input.
I once read an article years ago stating that experiments suggest that even fish feel pain. Their experiment was to inject bee sting toxins into the fishes lips, which causes them to smack they're lips together. The conclusion assumes that a reaction to stimulus is tantamount to conscious perception. I think the opposite is true - our supposed experience is nothing more than a reaction. Yes, some organisms may be "broken" and not react in the expected manner, but that doesn't mean that the expected reaction is anything more than just that - a reaction.
