Combine voices?

Is there a way to replicate the voices of the metrocops and Overwatch soldiers so I can have Combine units saying whatever I want?

I don't have a way to perfectly replicate the combine voices, but if you get FL Studio 10, I could show you how to get close.

FL Studio is far too expensive for me.

Thanks Erik. That's pretty good. I was hoping to get the exact voice the game uses, but I guess it won't be a problem if soldiers that have actual dialog sound a bit different, like how Barney has a different voice from the other CP's.

You could try searching for some freeware vocoder (for the robot voice) for audacity, and then put some EQ over it (roll off everything below 1000kHz and everything above 2500kHz, to give it that 'telephone' effect, like this:
