What I'm wondering about is how deep we're supposed to go into the character. Should he have a backstory, mannerisms, a paragraph about his personality. I guess we do whatever we want for that too.

I'd assume that since it's an art competition that you're meant to express whatever you can through the drawing, rather than having a paragraph explaining what you're trying to show.

That doesn't express anything about the way he acts or his dialogue though. Someone who has tattoos all over and piercings who always wears black could be one of the nicest people you'll ever meet. If you see just a picture of that though you'd think "That guy looks like a complete douche."
