Yes, it becomes available because people like to crack in to game archives or use 3D Ripper DX to grab scenes from games, but it doesn't mean it's proper to throw it in your own level in Source. It's cheap. Not all developers say "Hey here's our game, now go virtually molest it with 3D Ripper DX or crack the game archives and use our models and textures in your own maps." There's companies like Microsoft or GSC World that legalize it for their games, and that's cool and all, but that still doesn't mean you should use it for your own map. Nothing can stop people from doing it though, so it's really not worth debating. It's almost like trying to debate software piracy; there's always 3 sides to it.
You should either browse the internet looking for assets that people are willingly sharing, or learn to make your own. Besides, if you're serious about going in to the industry in the future, learning to make any kind of asset is very helpful. You can make awesome maps that consist of entirely self-made assets and you can build a portfolio for yourself.
