It says it includes source sdk on the storepage:

Does that mean that people could play mods with it too?
EDIT:
With mods it seems like, you only need to have the files on your computer, but you don't need to own a game? Since I managed to play a mod without owning any games on an account I just created, but I had the files necessary for the mod.

NOTE: I did not have team fortress 2 installed.

Ah, I have fond memories of TF2 back in the days when it was in beta and then shortly after it was released. A totally different beast now.

However, that video was excellent.
