Has to happen eventually, even if its just a companion app and not necessarily an app store.
Although Imagine Steams services on Android :D

as long as your apps don't auto update.

I'd hate to wake up one morning to find that TF-Mobile has downloaded a 9 gig patch while I was sleeping.

Somehow I don't see Valve doing mobile games, maybe its just none of their current ones really fit atm. (save alien swarm, dota2 maybe)
