you have to define what a zombie is. for example, The Walking Dead makes it so that there is some kind of brain activity and electrons firing in the brain. basic controls exist. i think a zombie might have a pumping heart if the heart has not decayed enough. without a heart and without blood, the zombie's brain would probably fire commands to the muscles and they might move. the thing is, zombies supposedly will not decay since all forms of life avoid the virus. that is, bacteria and insects and worms and stuff will not inhabit the dead body. therefore, there will not be a decaying and decomposition...there will just be a mighty spoiling of soft tissues as they withstand exposure.
after all of this thought, i have to say that a zombie suffering from being intoxicated is probably plausible. the effects of alcohol intoxication come from the suppression of the central nervous system. if we are talking about a Walking Dead zombie, most of the central nervous system is already pretty much destroyed due to lack of oxygen. the still-active portions dealing with locomotion and coordination may be suppressed by the alcoholism...but:
1. if the zombie does not have digestive functions, then the alcohol will simply not be digested into the liver...
2. if the zombies does not have circulatory power (or lacks a heart) then the alcohol will not reach the brain...
3. and then impairment may or may not take place based on the damage to the central nervous system.
for all we know, impairment may be heavily magnified by damages to the central nervous system. so an impaired zombie may be totally comatose until such time that the alcohol levels drop...and if there are no liver functions then the alcohol levels will never drop because the liver purifies the blood.
