Control F only searches the page your on though! Not the entire forum!

Common sense would tell you to use Ctrl+F (for those who aren't down with the kids - thats the keyboard shortcut for Find) to locate the 'Search' button. Like so:

Since not even a sticky in the relevant forum is stopping people asking where the hell it is, i think there must be something wrong. People should really be able to find it at the mo tbh, but perhaps people see the big banner picture and just assume thats the top of the page. You know, without actually reading the words above it. Maybe worth moving the black bar to just beneath the header? (blinkeh, assuming your xhtml doesn't suck, it should be a very easy operation..)
