Specialized forum post template for under construction and showcase. Something like you did with portfolios and tutorials? You could help people make their work look good! There is no standardization in the content forums. This is something other sites, especially ones that have download databases, do well. Look at what they do. A stream on the front page of showcase threads showing new work with images taken from the post would be nice. The map spotlight panel is a nice thing but doesn't change much or show what people are up to.
Under construction could use feedback tools like votes/ratings/multi-question polls the author can update and archive that show up on each page. Steam uses openid which I think is meant to solve that problem?
Even if a chat window is a bad idea there are still cool things you could do with that. Let people put their steam workshop on the left bar under their name for example. Or help them post an image that is hosted on their steam cloud.
