Missing Configurating Info on Hammer start.

I haven't made a CS:S map in a long time, thought it would be fun to give it a try again.

I go to start Hammer from the SDK launcher with:

Engine Version - Source Engine MP
Current Game: Counter-Strike: Source.

I get an error saying:

Warning:
The configuration information for the game you're trying to edit is invalid or missing.

I click run anyway and Hammer instantly crashes with:

Setuo file 'gameinfo.txt. doesn't exist in subdirectory e\games\steams\steamapps\MYUSERNAME\counter-strike source\cstrike.
Check your -game parameter or VCONFIG setting.

I've tried resetting the game configurations and refreshing the SDK content from the SDK launcher. Didn't work.

Uninstalled both the SDK and CS:S, including the common folder and the SDK folder that is left over after uninstall. Then reinstalling both. Still didn't work.

Has anyone experienced this?

Source SDK is obsolete, you 'll have to use the hammer from the games directory; steam/steamapps/common/counter-strike source/bin/hammer

This solved my problem. So, I don't need Steam to be running anymore to use hammer?
