Yes, usually indeed, but this is nowhere to be found in the docs... :( Even the document about naming lights does unfortunately not explain or point out that these bugs are present with CSGO.

Also changing the mode of light (flickering, fluorescent etc.) does cause the same issue for CSGO: strange shadows (saw that in a YouTube movie yesterday).

You have to consider three things:
1) Source is still Source, whatever the build
2) CSGO is a multiplayer game, assume that the maps should be static with the action making it dynamic;
vice versa, singleplayer maps should be dynamic to avoid the game becoming static
3) concerning the visgroups, check the Hammer toolbar, there should be 4-5 buttons relating to visgroups and hiding objects, mastering these tools is imperative for faster mapping, just like mastering the shift+/ctrl+/alt+ hotkeys
