Custom Mod with the CS:GO engine?

Hello interlopers i got a question.

Is it possible to create a custom mod with the CS:GO engine? I mean like a seperate game.
I heard the developers from "The Stanley Parable" used the CS:GO engine.

Please excuse me i am not so experienced in this topic and maybe someone here can explain it a little bit.
I am curious about that. (Sorry if its a stupid question)

They used the Portal 2 engine branch.

You are not able to make standalone mods with the CSGO branch, only gametypes within the workshop. Valve apparently has a CSGO branch on their GitHub, but you would have to purchase the license off them in order to use it.

Okay so they used the portal 2 engine and made a commercial game with it.

That means they also bought a license for the engine?

And what about titanfall for example?
I know they used a modified version of source and did they also bought the license first?

Yep they brought one first, you could just use 2013 or the alienswarm branch.

What exactly do you mean with "2013"?
The Source SDK Base 2013?

2013 sdk is for the most part just the 2009 engine. Doesn't even include fast path model rendering or improved shadow mapping. Quite disappointing.

I noticed shadow mapping is less broken. I assume particles also render faster than in 2007 but that's it.

Not like it's much of an option though. You either use the 2013 SDK, which is based on the 2009 engine. Or you use the Alien Swarm SDK which is not really maintained but based on the 2010 engine.

Alien Swarm engine is the best one we have access to, but is a lot more work if you're doing a HL2 mod or something similar. You can use HL2 on ASW engine ports, but I have yet to find a bug free one. But if you want the fastest rendering and most features ASW is the way to go, although make sure it's worth the effort being trying.
