Sound Bug

Attempting to add a custom .wav sound file to one of my maps. The file plays in-game, but sounds sped up (similar to a "chipmunk" voice). It is almost like Source doubles the kHz.

Size: 411 KB
Bit rate: 352kbps
16-bit Integer (Little Endian), Mono, 22.050 kHz
*settings above are identical to the City Overwatch announcer in Half-Life 2

I have been conducting trial and error on this issue for two days, been getting no progress with the fix. Even when using the mp3 extension instead, it still sounds sped up. Also found out by changing the sample rate via Audacity, it also speeds up the sound. However I have not changed the sample rate.

Any tips or hints into the right direction would be greatly appreciated. I am receiving no console errors as well concerning audio. Sound is being played by ambient_generic. Map is on the EP2 build, with SteamPipe enabled.
