npc_cscanner falls to the ground

O_o the hell?! I am 100% sure it works in ep2, I have no idea what's causing it to explode for you, but it's definitely not related to the vmf.

Are you running the compiled map in ep2?
Are you using the hammer from steam/steamapps/half-life 2/bin/hammer.exe
Are your game files uptodate? Verify the game cache.

Or do you have a trigger hurt somewhere/env_explosion that could damage/kill the scanner?

I'm running your vmf - so no trigger_hurt or env_explosion.
I'm running in Ep2.
I'm using the hammer from \SteamApps\common\Source SDK Base 2013 Singleplayer\bin
And yes I verified game cache.

I've noticed that scanners derp out during/after ai_disable, could you have that accidentally enabled?

If you're running a mod, make sure you have a skills.cfg that the game can pull the scanner's health value from (a lot of NPCs have 0 HP in the game's base code).

hmm I recompiled your map marnamai - from within Hammer that was in the Half-Life 2 folder (not the Source SDK 2013 Singleplayer) - and then it worked.
