Add some more to this, Audio such as music or sounds. Sounds of things running by or maybe something deformed when it walks sounds like someone typing on a keyboard very scattered clicking of its weird feet. Here is a good scary song

Indeed, and I had to look twice to the one of the hallway, I thought it was a photoshopped pic of an ingame screenshot

In a big building like that, the feeling that you're being followed should put your nerves on end. Little things, like a door shutting or a creaking board from the floor you just left, or echoes in the stairwell you're climbing :)

On the note of contrast and anticipation, Metroid Prime managed to nail that in a few spots.
One minute you're going through the Chozo Ruins with barely enemeies, and then some creepy attack music kicks in and some annoying-to-kill ghosts appear, shriek, and start shooting you.

Same with the space pirate base. While it's pretty much implied that you'll meet some enemies, the music is still unnerving. Especially since it's so quiet whenever the enemies are hiding.

FEAR2 has a freaking awesome start... Some child music and suddenly a girl on your face - that would work somewhere

Well, horror has been described to me from a friend quoting Alfred Hitchcock, "The most terrifying things are those that are just out of your field of view."
Things that are just off screen, right where you don't want them to be. If you know where they are, but can't see them, that's even more terrifying.
