Half Life 2, to me is a game that took the successful elements from the first game and then combined them with other successful elements. Half Life 1 had alot of good action sequences, combined with an awesome soundtrack, however the game has minimal story telling and virtually no character development. Hl2 still has good action sequences accompanied with its soundtrack, but it also adds in character development as well as a context based narrative delivered through massive amounts of dialogue.

I think they're both great games, but they were developed at different times with different budgets, which is something that isn't only evident in just the graphics.
