Server bug, props can't stop jumping withouth server restart

I don't know why this happened but my clan server bugged and all props are jumping when they touch the ground and we can only fix that by restarting the server, i would like to know the reason for that bug and how to fix it withouth restarting server, when i use create server in the counter strike menu and that bug happens I can only fix it by restarting the game and creating a new server again, only a server restart doesn't work when using a non-dedicated server.
Anybody knows the reason for that bug? thank you
