It would seem as though valve has the unfortunate disposition implying an hl3 announement regardless of what they say. It was the same thing with portal 2 and their surprise.

Sounds to me like they're just winging it. They could easily end up announcing some kind of product, be it HL3 or some other crazy ass Steam feature. It probably just depends on how the development pans out up until E3 arrives.
