In the section where you have the buggy, at the second thumper (i think), where that pair of binoculars hanging out a window is, you can see him talking to some citizen in the top of a barn. He stays there for a minute or so.

i can't believe cr4ig hasn't made the article about this yet.. you shuld do a video with all the g-man sightings
