Graphics Issues on New Computer

Alright, so I just got a new computer, but it has a strange issue where images look compressed, as if they're a low quality gif or jpg or something. The images aren't static either, if I move around in a game, the 'compression rings' move and adjust for the new image, but it doesn't only occur in games. Whenever I save an image rendered from vue, it looks really messed up. I tried updating to the newest version of the radeon drivers but it didn't fix the problem.

dell 8100
Intel i7 2.8Ghz
8Gb Ram
1tb HDD
64 bit windows 7
Radeon hd 5770

Sorry for the 2mb image, but i was trying to show what gradients look with without any image compression.

Do you have your display set to 16-bit color? The setting for that is in Control Panel>Hardware and Sound>Display>Adjust Screen Resolution>Advanced>Monitor tab.

I checked it, the color was already set to 32 bit.

Checked your video card drivers?

If your card has two outputs, try the other port. If you can try either a vga or dvi port on the same card that could provide another option.

Do you have another video card?

These all assume you aren't using onboard of course...

this may sound dumb, but what is your PC -> Monitor connection? I have the 5850 and it had a lot of trouble displaying properly via HDMI. Had to go DVI instead

I switched the DVI from one port to the other, and the video driver is up to date, but the problem's still there.

I don't have access to any other cards at the moment.

Here is a screenshot from half life 2, this is what it looks like in-game, and I'm pretty sure I compiled with -final, these 'compression rings' are not from the saving them as jpegs.

Seriously looks like it's just in 16 bit, not compression rings...

But, it also looks like a gif, which is compression...

I don't know what else to tell you...

I've seen this before. I'll assume you're working with a new monitor as well... and that it's crappy. Did you buy a monitor with that PC? Was it cheap? I wouldn't blame you, that setup must have cost a pretty penny.

I can only say, try a different monitor that you KNOW is good. Take your PC to a friend's if you have to. I can't put my finger on the exact term, it's like the monitor can't perform well on gradual color, that's why you'll see this effect on things that are fading into blackness or gradually changing color. It happens on bad monitors that just can't display all the colors that well. It's hard to explain, I'm sorry for doing a poor job at it, but I think it just has to do with your monitor's ability and overall quality.

Also make sure you're running the monitor's native resolution... That sometimes helps with that situation, though don't expect it to go away altogether.
