I believe the issue is most laptops have propriety parts and will not work with others. Also different parts are different sizes and are made to fit certain cases. If you buy an upgraded gpu it may not fit in the spot the old one did, plus those parts are soldered into most laptops.
Long story short it is just not logical for them to make laptops sold part by part. It is cost ineffective because the parts would need to be standardized in order to fit into universal cases. The selling point for laptops in their portability and the drawback is they are never as fast as a desktop and are limited to upgrades of ram and hdd only in most cases. Also, what would happen when you want to connect your keyboard to the new motherboard? Are the motherboard manufacturers supposed to make a motherboard that has every kind of connection for every make of laptop? Dell keyboards do not fit on Lenovo laptops and visa verse. The same goes with connecting anything else to the laptop. the touchpad is not universal, not are the usb ports since they are placed in different locations on almost every model of laptop. Then there is the LCD connection and the location of the connection. Have fun making them universal... Logistically speaking it is a manufacturing nightmare...
Long story short, if you are the kind of person who likes to upgrade his or her machine, do not waste your money on a laptop if it is your only machine. I can almost guarantee companies will never do what you are proposing above, so it is a pointless effort to even argue the merits of said argument.
