Computer No longer registering my direct X9

So I was on TF2 earlier today, and everything was fine. But I left and got back on later and the paint on my hats were no longer appearing. I check my backpack and it says you must have direct x9 in order for paint to appear, yet I had direct X9 working before.

I go to the steam support site and it says I should update, so I did... but no luck (I tried windows update and directX end-user runtime.)

help me?

(My graphics card is a GeForce 6200, and my computer says it is running directx9.0c)

I have no idea, but dude, you're still using DX9? I'm running 11. :D

my computer is powered by hamsters, it can't go any higher without an alternate power source, I plan to upgrade, oh lets see... 5 months from now.

EDIT: turns out my computer says I am running directX9.0c... but TF2 thinks I am not :C

check your launch options... of all your hl2 based games. Cos i know i have my tf2 limited to 8.1 via launch options. Reset your configs?

check start->run->dxdiag. Does that say dx9? then its steam/hl2, not windows or directx.

Yes, it says DirectX9.oc... So how would I fix this problem if it's my steam/hl2?

Use launch parameters to change TF2 to DX9.0. I can't remember the command though. :(

I am reinstalling TF2, Ep2 says I am running it, I think I set the launch parameters to use direct x 8, but I thought by deleteing the parameters would undo said parameters... I also need to make it so my EP2 no longer launches in a window.
