Computer won't do anything

Okay, I'm trying to get a caseless computer to work. I am having some problems though...

I can NEVER get into the POST screen or any screen for that matter. Also, any drive I plug in to the motherboard through IDE stops working, once a drive isn't plugged in will start working(HDD will spin, disk drive will open and close).

Any ideas? All this hardware worked before with no problem.

Motherboard sounds bust (possibly bios chip). Or something like the ram is put in wrong

Test if it gives any beeps with nothing but processor plugged in it. If not, the motherboard is broken. If it beeps you can then determine if its the cpu or memory.
