As for Nukes, I don't think anybody is going to launch a nuke. They're there just to look tough.
Here's an example:
Nation X wants to buy some oil from nation Y. Nation Y wants to see the oil for $90 per barrel (excuse me if this is not realistic pricing.) Nation X on the other hand, wants to buy it for $60. Here's what goes down:
X: We want to by your oil, how's $60 per barrel sound?
Y: No, $90 per barrel.
X: We have a nuke.
Y: O.K., 60$ it is.
However, sooner or later, X needs more oil. So they go back to nation Y:
X: O.K. we need more oil. $60 per barrel.
Y: No, $90 per barrel.
X: We have a nuke, remember?
Y: We have a nuke too.
X: O.K., $90 per barrel it is.
Eventualy, X needs more:
X: Alright, we need more oil. $60 per barrel.
Y: We have a nuke too, remember?
X: We have ten nukes.
Y: O.K., $60 it is.
The process will keep going on and on, with the two countries stockpiling weapons. I don't think they would threaten to blow each other up over the price of oil, but you get the general picture.
