Paying for 3rd person code

Ok, I'm learning the basics of coding, but have given up on this. Basically I am looking for a third person spectating camera, like the dead spectating camera in Counterstrike or Day of Defeat (the rotating around the viewed player one). I need to be able to set it to an NPC, and I need to be able to zoom in or out. I don't need to be able to control anything other than rotating the camera.
It's not much, but I'm willing to pay $50 to someone that can do it for me.
