Custom game modes. How exactly are they created?

Hello everyone,

I'm currently working on a multiplayer mod and have come across a slight problem. Now I'm trying to create a new game mode where there are data pads scattered around a map. Players then must capture one and bring it back to their base. Of course whichever team captures the most wins the round.

Now the questions I have regarding this are (1)How exactly would I go about coding the actual game mode? Is this stored in a text file of sorts or is it more of a hammer type of issue? and (2) How would I create the data pad and make it act like a flag? Would this be done by creating a new entity or something along those lines?
