Getting started?

Right, so I've been to hell and back looking for any kind of guide or tutorial on how to really get started with doing some basic stuff, but all I see is "Do this *insert long code here*" etc.

I can't get my head around what software to use and what is required, the coding resource topic is out of date and a lot of the links doesn't lead anywhere, I don't plan to do anything advanced just look at some code. Where the hell do I begin?

Depending on your understanding of computers getting into coding isn't to difficult. I barely know cpp and I can do quite a bit.
Have a question related to modding or something I posted? Something that needs staff attention? I haven't been active lately, but feel free to PM me or message me on Steam(link below)

Actually I found a tutorial here on Interlopers about setting up:

But there's a problem, as soon as I get to this part:
tools -> options -> projects and solutions -> VC++ Directories and in the top right of the window there should be a dropdown box, select Executable Files, and click on the New Line button and browse for the location C:\Program Files\Microsoft Platform SDK for Windows Server 2003 R2\Bin

I get this:
