Backwards compatible CSS content loading

A beta tester today was randomly using an old version of my mod and notified me that CSS content is once again loading flawlessly into the Source 2007 branch of the SDK even after the CSS steampipe update. I have confirmed this for CSS, you can still mount it the old way. Going to try other games now.

While mounting steam piped content worked fine from non-steam piped Source SDK Base 2007, after allowing the Source SDK Base 2007 to update, it can no longer mount steam piped content. They either broke it on purpose, or don't care enough to fix it. I finally just updated to 2013.
