Looking for a web dev

I'm looking to re-do my portfolio website (again). I want it done properly this time though, so it will last (I'm not planning on changing it again after this). To that end, I've started a mockup design in photoshop which I'm pretty happy with, I'm doing mockups for most of the pages (not many, it's quite simple) and I can do a flowchart diagram for the site navigation if you need.

I'm willing to shell out some cash for this if as it's done well and I'm happy with it, it should be a fairly simple work for an experienced web dev (for the most part). Plus you get to have some fun in flash or something screwing around making it look all hip and cool.

What I need from the site:

Loads quickly
Looks minimalistic but swanky (cool scrollbar/rollover/page change animations)
Ability to easily save images from the gallery (right click-> save as or similar)
Easy to manage galleries (some kind of scripted login/backend?)

Add/Remove/Edit imagesets
Add/Remove/Edit info/captions for each imageset
