I'm not sure how to properly light the interior spaces in this building.

What you have so far is a good start. Obviously you need to fix that railing, but the buildings are believable, it'l certainly come together more when you add a 3D sky box.

Just a note on bringing some life to the piece. This is obviously an abandoned apartment block, but consider on the exterior, is this the kind of place where delinquents would hang out? Climbing the building and spraying their tags on the walls? This'd help break up the repetition a bit. What about homeless people sleeping up against walls. What kind of detritus would they leave around?

Internally the rooms and corridors seem to be fairly randomly populated by litter. When a whole apartment block is abandoned like this it normally suggests that people were moved on in a bit of a hurry. Think about what might be left in the rooms. Sofa, now manged and rotting still facing broken TVs. Kitchens with lumps of matter that were once food. I bit more though in this area would add a bit more to the scenes then seemingly random rubbish and would also provide land marks for the players so they get a feeling for where they are.

You've made a solid start, so keep it up.

You could Use Flickering lights , light rays from the environment or the lights and with a dust effect you could achieve a scarry warehouse effect
also play with the lightmap values
