Well the great thing about maps is that you can release beta versions, and eventually release a Final version based on feedback gathered by players. The idea here is to get it as "finished" as possible to hit the first beta. I feel that if anything will make it final, it should only be minor tweaking gathered from gameplay testing, and real-time scenarios on servers.
More or less the whole thing with most multiplayer maps in general is playtesting, and tons of it/ Sometimes it's hard to get that feedback, and the only real way to do it is by releasing iterative versions, aka patches.
Of course I mean this all from a custom mapper perspective. Obviously studios have tons of internal playtesting, but even then fresh eyes really help out.
