If so have you planned out what is going to happen to the player at what point in the map?

You appear to be building a map then your going to place some NPC's into it and see what happens.
Thats the wrong way round mate. You need to start with a list of ideas of what will happen to the player. Then build in dev textures a small map per idea you have. Work out the play mechanics. Where do the NPCs come from? What are their cover spots, how will they move through the area etc...

Valve didnt build a bunch of neat looking detailed maps for city 17 then just plonk some NPCs in and see what happened. Each areas layout and entities are planned out in advance. Then they apply the look and feel and style of an area onto the dev layout they made and select real world replacements for blocks. (aka trashcans etc...) everything but everything in a valve SP map is placed where it is for a reason.
