It should work fine as long as your sky_camera has the exact same fog settings as your env_fog.

Aha, ok so this is what leads me to believe something is wrong; i have all of these settings from the env_fog_controller matched up with the sky_camera ent and yet i still can't get the blend between the skybox and the fog.
let me upload some photos realy quick, this isn't an uncommon topic but i haven't seen a solution.

hopefully this link works: http://cloud.steampowered.com/ugc/50464 ... 73534E290/

Sorry mate, thought you were a bot. In the sky_camera change the fog distance to 1/16th, or .0625 of the env_fog_controller settings. That should fix it since the skybox is 1/16th smaller than the regular map.

I just checked some of my old maps with working 3D skyboxes and this isn't the case. The sky_cameras use the same fog values as the env_fog

i think my sky box scale is actaully 32 and not 16, though im still not sure if that would fix it because it doesnt seem like the scale is really the problem

Put the same fog distance in the sky_camera as the env_fog, the scale doesn't matter. Make sure the fog colors and direction are the same too, and that the env_fog is enabled.
