Need a good tutorial for creating Cartoon Textures

From scratch ideally, but I'll take a photo-manipulation tut as well. I've been having trouble finding anything on the subject so far.

Well, "cartoony" is a bit vague, there are many different type of cartoon styles. Like, do you want cel-shaded, or more like TF2?

Zip, that is amazing. The first image is exactly what I'm looking for. I think I can follow it for the most part, though if you've got a more detailed walk-through I wouldn't mind a peek.

The idea is to get this guy textured in a nice cartoonish fashion:
