To get the dirt streak effect, I'd think they use a custom texture that already looks like a streak. As for the objects flying in the air, they parent smoke to the debris. They use tons of custom particle textures in this video. But They can be replicated fairly easily with the stock. My best advice to you is look at all of valves particles and learn to recreate their effects. That'll show what to use. But in a nut shell, the smoke floating away is probably..

Then a certain life span and radius under initializes. That'd be the simplest way to describe it.
Its the same concept as creating plumes of smoke, i know valve has some of that. To achieve the lasting effect, the life span is just longer on the particle, with a slow movement.
