If youre really trying to implement all the stuff like "new theatres, weapons, game modes, and more" youll need more than 3-4 mappers and modelers who can create "semi good models". Youll need exactly what INS once had: a highly competent and large mod team. Even if you get all this stuff in, you will always be in the shadow of the original mod.
Atm I think youre underestimating the work that needs to be done to complete all the things youre imagining and, even though everyone has to start somewhere, Insurgency isnt the right place to start on for complete new modders.

As far as I know, some people working on INS2 are those who worked on INS1 before. Lots of new faces in that team, but also some older devs too. I guess Insurgency: Redeployement is now more than sure never going happen, as INS2 is going to be that new and/or updated INS1.

Judging from some of the screen shots on their official website, it looks like they went for an almost "comic book" visual style, similar to Borderlands. That's actually kind of surprising.

That, or they post-processed an image from the game.
Since the concept looks so alike the actual scene in the game, that's what I think it is; but perhaps it's the other way around.
