Actually, valve uses XSI.... But yah, you can use maya, 3ds max or xsi to model for valve games. Hell, I think you could even use your own modeling tool if you were crazy enough. Not sure on the limitations of compiling models for games as of yet.

Valve doesn't exclusively use XSI, I've heard they use Maya and Modo. I'm sure they have licenses for all the major modeling programs.
