Maybe if they coupled L4D2 with something else I'd pay 50, but otherwise no.
What about CoD1-3? They barely even brought new weapons, just new maps, new storyline, some new characters (not always).
Good example. I've never heard anyone whine about the price of things like that. You could go far enough to say that MW2 is just a 50 dollar expansion. Just adds more campaign, more weapons, new characters and more customization in Multiplayer which is exactly what L4D2 is offering. L4D2 has way more content than L4D and you didn't have a problem buying L4D.
People are just used to Valve's low pricing since the HL2 Episodes and Orange Box. If TF2 was released today with all of the content it now has I'd pay $50 for it gladly, but Valve has given out all of that content for free after the $10-20 price of it when it was included in Orange Box. It's annoying that if this were any company other than Valve there would probably not be nearly as many people complaining. Valve is a business too and they need to make money.
Another thing I'd like to bring up is the fact that if it WERE an expansion it would be giant and it would be very hard to implement. All 5 campaigns, a new secondary weapon system and a new AI Director to name a few of the new things in L4D2 would be enough for 5 or 6 expansions. That's not even to mention having to go back and edit all of the L4D campaigns. Those campaigns were built around the special infected, weapons and AI Director in L4D. They didn't really have adding new infected, weapons, even a new AI director in mind when they were built. Adding all of this stuff in an expansion would either be completely out of place and make the campaigns less enjoyable or they would have to take a large amount of time editing the campaigns for the new infected, weapons, weapon addons, ammo, the new AI director and everything else that's being added in L4D2.Would you want them to release this over the next 2 or 3 years in a series of small expansions that slowly change the game to something that's a lot different than how it used to be like TF2 has been or all at once in a new game that's balanced and fun and in our hands a lot sooner. I'm going to expect that if it were DLC that they would cost about 10 dollars each because every other company does that with their games and Valve needs to make at least some money every year because after all, they are a business. Having this series of expansions including new weapons, campaigns, story arcs, characters and much more for $10 amounts every few months would quickly end up being a lot more than the $50 that Valve is charging for L4D2.
Don't have much else to say now except that people need to stop whining about this because it's happening and it's the right thing for Valve to do.
