New VDC Beta

The Valve Developer Community has been updated. Currently the VDC is in Beta Stage but its only a matter of time until they change the old site to the "new" one. New features include;

- Confirmed e-mail address required before editing pages
- Security CAPTCHA upon user registration
- Better personal user preferences
