This is a VBSP error that causes the compile to fail. I'm working with some very large displacement mountains, which the coordinates pointed me towards. I bumped the lightmap value to something lower resolution (from 16 to 32) and the compile worked, so I assume I hit some hard limit on how large lightmap textures can be.
