Ep2 custom maps not working

Hey guys I'm having a weird problem. If I download a custom ep2 map and place it in /maps/ it doesn't work. Typing maps * it doesn't appear in the list and typing map <mapname> it says it didn't find it in /maps/. It is 100% definitely in maps folder.

The weirdest thing is that ep2 maps I compile show up fine, it's only ones I download that don't appear. Restarting steam didn't help.
