Opening a webpage via the menu

Lets start off by saying that this is for a portal mod, which means that coding is completly out of question since you cant code for portal.

I have button in my menu that I want to open a webpage in any way possible, either in the steam overlay or minimize the game if needed. Or even better, open a window in the game with the webpage inside it.

Ive checked out few other mods and they all have coded it. So is there another way to do this? Ive also checked out different source console commands but none which worked.

I've looked into this for Blue Portals and it isn't possible.

You can do it with sourcemod, it just replaces the motd with the webpage you want.

Portal doesn't have a motd or code access.
