It's a skillset like any other..I know a few people within modding that can do it.

@Kosire: call me nit-picky, but you still would need to install Alien Swarm, so it's not really stand alone distribution.
I don't want to start a flamewar of any kind here. I know Source would be also capable of doing everything and i've been working with it since a few years now.
The reasons for the engine switch are more or less practical nature.
Since we had no avid C++ coder anymore and one of our members has UnrealScript experience it was the logical choice.

Same for the HLSL thing. Sure it's possible to do it, but unless you have someone who is able to do it, it doesn't matter. AFAIK there are not many user created shaders for Source (i only know the RE:Twilight paralax mod) so i guess the ammount of ppl who know how to write these shaders isn't exactly large.

As for the color change on models in Source, i know it's possible and surely we would be able to find a way to achive this in source, too. But in UDK i did this with only a color mask texture (5 minutes of Photoshop) and some changes in the shader tree setup.
